Richard Wolper founded Mark 25 Development and Group of Companies, SLC, established in 2011. The company was created to consolidate twelve companies and primarily focuses on real estate projects in Park City, Utah. Since its inception, Wolper has successfully developed three multifamily units. Black Rock Ridge, consisting of 420 units and with an estimated worth of $250 million, has been one of the top-selling communities in the area for the last several years. It boasts a strategic location near private hiking trails and offers stunning views of the Wasatch Mountain Range and Deer Valley while being a short drive away from Park City Main Street and its amenities.

Another successful project is Residences at Blackstone, a sold-out development that offered 2-bedroom, 2.5-bathroom ski condos in the Canyons Resort. The location is ideal for outdoor enthusiasts. It is conveniently located in the middle of Canyons Village, close to the Canyons golf course and Cabriolet Ski Gondola, with fantastic views of the Park City Mountain Resort.

Mark 25's latest projects include Black Rock Mountain Resort, a $300 million development with over two hundred units and an event centre with an NHL regulation-sized hockey arena, in hopes of participating in the upcoming Salt Lake City/Park City Olympic bid for the 2030 or 2034 Winter Olympics. WolpWolper'soming project is Black Rock Estates ("Wakara")," a site designed to offer 133 single-family home sites and 48 townhome sites overlooking the Jordanelle Reservoir, the Uinta mountains, Deer Valley, and Mt. Timpanogas. Wolper has also ventured into developing Fiddlers Canyon Hills in Cedar City, planned for 331 townhomes and other multifamily housing in the foothills along Fiddlers Canyon Road.
